Cruising underage
So a friend and I (both 19) want to go on a cruise this summer. Not too expensive(want to spend $800 each or less) i have noticed that most mainstream cruise lines such as Royal, Carnival and Norwegian have policy’s where you need to be 21+ to cruise by yourself if you leave from the USA. Anyone have any recommendations so we can make this vacation happen? I was thinking of flying to Puerto Rico and taking the cruise there but that obviously would have an additional cost…. anyone know of any cruise like that allows 18+ to cruise by
