Non-snorkeling activities in Cozumel in early January?
Husband and I are going on a cruise for the first time for our anniversary in early January and of course one of our stops is Cozumel. Plan A is to go snorkeling* if the weather is nice. I need help with a Plan B if a norte comes through and it gets too chilly/rough to snorkel. What budget-friendly activities would you recommend we do instead?
